This observation, made by the European Women's Lobby in 2017, proves that cyber-violence against women is not an accumulation of isolated acts, but a systemic scourge. Several sociological studies have shown that it is mostly committed by men, who, contrary to popular belief, belong to more privileged socio-economic backgrounds. Feeling protected by the virtual nature of their actions, the perpetrators of this violence organise themselves and sometimes carry out "digital raids", or harassment in packs, with terrible consequences, both personal and professional, for the victims. When victims file a complaint, they rarely obtain justice because they are faced with an administration that is poorly trained in the subject, inadequate legislation and almost non-existent case law. Digital platforms, for their part, are still very poorly regulated and do not fight harassment sufficiently. For Anna-Lena von Hodenberg, director of a German association for victims of cyberbullying, the phenomenon is a direct threat to democracy: "If we continue to tolerate that many voices are pushed out of this public space [the Internet] and disappear, then we will no longer have a democratic debate, there will only be the people who shout the loudest. Florence Hainaut and Myriam Leroy, two Belgian journalists who have been cyber-harassed, collected the testimonies of a dozen women, from all walks of life and from all countries, who have also been insulted and threatened on the Internet.
