A military court in Abidjan tries to crack down on police officers that exort their victims, knowing full well that the issue is wide-spread and systematic. A legacy of the conflicts of the past 20 years, the roads are strewn with roadblocks where police collect money from freight trucks, buses and individuals. Since all commercial traffic is carried on by road, racketeering generates colossal sums of money, a parallel economy which escapes the state coffers. These corrupt officials are nicknamed "eat-1000" because of the 1000 CFA Franc banknotes - the equivalent of € 1.50 - that they extract from Ivorians.
