He's basically going to turn into Vaas from Far Cry 3 and just go to town on those places. Poor Philistines will be fine but he's going to kill the root of them so that they won't survive. God hires Vaas like mercenaries to really work Babylon over. The raw doggin of Babylon gets worse when Vaas impregnates everyone including the men and forces them to give birth. Babies are going to get cut into pieces. This is his last resort. Probably some suffocation. no breathing...The parents will also get their stuff stolen. There is no consent in this raw dog nightmare. Babylon ends up dissolving like an Alka-Seltzer tablet, but not really.
